I do not think this makes a lot of sense, and I think we should rely on the Park Service to implement the regulations that they have in place with the restrictions so that people can enjoy our parks.

Casting shadow is not the problem
(it is natural)
Creating shadow is the problem 
(especially for the good in others).

They passed out of the shade beneath the eaves and flew into sunglare and silence and it was an action she only partly saw, elusive and mutely beautiful, the birds so sunstruck they were consumed by light, disembodied, turned into something sheer and fleet and scatter-bright.

Trying several times if you fail your target is wrong! 
Choose the right target!
